Procurement Training

The Procurement Officer Certification program provides employees responsible for purchasing with training related to the type of procurement they conduct. It consists of four levels. Each level does provide core procurement training that is a building block for the next higher level.  Each level is also a pre-requisite for the next level. For questions about training, email the OMB State Procurement Office at infospo@nd.gov or 701.328.2740. You can also visit the State Procurement website to view upcoming classes and register.

  • Level 1 Micro: Certification is intended for employees who make micro purchases less than $10,000. Online class. 3 hours.
    • Receive ½ affiliate credit for completing Level 1. Email a copy of your certificate to the NDSBA office.
  • Level 2 Small: Certification is intended for employees who make small purchases less than $50,000. In-person class. 7 hours.
    • Receive one affiliate credit for completing Level 2. Email a copy of your certificate to the NDSBA office.
  • Level 3 Informal: Certification is intended for employees who make informal purchases less than $100,000. In-person class. Combined with Level 4 certification training. Level 3 and 4 is 7 hours.
    • Receive one affiliate credit for completing Level 3 and 4. Email a copy of your certificate to the NDSBA office.
  • Level 4 Formal: Certification is intended for employees who make formal purchases of $100,000 and over. In-person class. Combined with Level 3 certification training. Level 3 and 4 is 7 hours.
    • Receive one affiliate credit for completing Level 3 and 4. Email a copy of your certificate to the NDSBA office.

If you take these classes, please keep in mind that the state threshold levels are much higher than the threshold levels for school districts (see below) and the state processes may be a little different. You will want to check your policies on any district processes for micro, small, informal and formal purchases. There will likely be discussion during this upcoming legislative session to align school district levels with state levels but for now your district will need to adhere to what is outlined in law and your policies when it comes to purchasing.

  • Micro = less than $10,000
  • Small/Informal = $10,000 to $25,000
  • Formal = greater than $25,000

If you have questions, please contact Rebecca Duben at rebecca.duben@ndsba.org or 701.255.4127.
